According to research by the NAFI analytical center, the highest salaries are accrued in the central (53,400 rubles) and Far Eastern districts (52,700 rubles) of the Russian Federation. The Northwestern Federal District is in 3rd place in terms of population income (48,600 rubles).

MOSCOW, October 8 – RIA Novosti. The highest salaries were recorded in Moscow, Salekhard, Surgut, Khanty-Mansiysk and Yuzhno-Sakhalinsk, according to RIA Novosti.

Experts note that a significant difference in salaries in different regions of Russia is a long-known problem, so when compiling the rating, the ratio of average salaries in the hundred largest cities of Russia and the cost of a standard consumer package was calculated.

The value varies from 1.32 to 3.58, that is, the real level of average salaries between leaders and outsiders differs by approximately 2.7 times.

Leaders

The average net salary in Yuzhno-Sakhalinsk in the first half of the year was 81.7 thousand rubles. For this amount you can purchase 3.58 fixed sets of goods and services.

Salekhard had a close result - 3.55. In third and fourth positions are two cities of the Khanty-Mansiysk Autonomous Okrug - Surgut (3.2) and Khanty-Mansiysk (3.09).

Experts also note that in cities with a population of over a million, in general, everything is fine - the most prosperous are St. Petersburg (2.44), Krasnoyarsk (2.4), Kazan (2.28), Yekaterinburg (2.25), Ufa ( 2.21), Chelyabinsk (2.16) and Omsk (2.16).

Outsiders

The lowest salaries were recorded in the city of Shakhty in the Rostov region, Sevastopol, Nalchik, Makhachkala and Cherkessk. In Shakhty (last place in the ranking) the ratio of wages to fixed income was 1.32. That is, the average salary in this city is only enough for a standard set - saving for a car and housing, as well as supporting children, is difficult for most residents.

Residents of Anadyr (Chukotka Autonomous Okrug) receive the highest salary in monetary terms - 94.2 thousand rubles. At the same time, in terms of purchasing power, Chukotka loses to all other cities from the TOP 10. The large incomes of residents of the Far North and Far East are largely offset by higher prices. 11% of working Russian citizens receive a salary below 10 thousand rubles. - less than the subsistence minimum.

The average salary is an objective, but not the most convenient economic indicator in Russian realities. The country is divided into several large regions, each of which has its own natural and demographic characteristics. If you look at which Russian cities have the highest salaries, the results will be quite unexpected. Along with Moscow, the top lines of the ranking will be occupied by regions with small populations that are rarely found in news reports and economic reviews.

Residents of the Chukotka Autonomous Okrug receive the highest wages. Each employee here accounts for 94.2 thousand rubles/month. Local residents are mainly engaged in gold mining and traditional types of fishing. Incomes of the population remain at a high level both in the commercial and public sector.

Almost all subjects of the Russian Federation with the highest salaries are located in the Far North or Far East. The only exceptions are 2 regions from the TOP 10 - Moscow and St. Petersburg. Experts note that the reasons for the formation of high salaries in the two capitals and cold regions differ:

  1. Moscow and St. Petersburg are economic centers where the central offices of large companies and government agencies are located. These regions are characterized by higher social stratification. For example, the salary of a surgeon in Moscow is 64 thousand rubles, and the income of a financial director is 400 thousand rubles.
  2. The Far North and Far East form regions with a harsh climate, located at great distances from the center and from each other. Transporting goods and resources to these places is expensive, so prices here are significantly higher. Cold regions are characterized by less severe social stratification. For example, a teacher’s salary in Chukotka or the Yamalo-Nenets Autonomous Okrug often coincides with the income of employees .

Experts note that wages in the northern and Far Eastern regions largely serve as compensation for harsh living conditions. Not everyone can get used to 40-degree frosts, long polar nights and other features of these regions.

Interesting fact : only 4.1% of employees in Russia can boast of a salary above 100 thousand rubles. after deducting personal income tax.

Where is the highest minimum wage (MROT)

Another indicator reflecting the development of the region is the minimum wage (minimum wage). By law, employees of any organization cannot receive a salary below this level.

The federal minimum wage is set at 11,163 rubles. Regions can independently change this indicator upward. At the regional level, the minimum wage for commercial and regulated separately. In practice, the authorities of most constituent entities of the Russian Federation establish increased wages only for commercial enterprises.

The ranking of cities with high wages by profession is predictably headed by Moscow. A large number of foreign companies operate in the capital, and it is they who pay the most money to their employees. Thanks to this, the incomes of managers in Moscow sometimes reach quite European values:

  1. Head of IT department - up to 600 thousand rubles.
  2. Financial director - up to 400 thousand rubles.
  3. Chief accountant - up to 300 thousand rubles.

Pleasant surprises also happen. For example, wages for engineers in the provinces are often quite high. The same can be said about public sector employees. It turns out that the most live in Naryan-Mar, and teachers earn the most in Salekhard.

How do salaries compare to the cost of living?

In 2018, the cost of living in Russia was set at the same level as the minimum wage - 11,163 rubles. From January 1, 2019, the income of all employees in the country must meet this standard.

According to a study by the RIA agency, in 2018, salaries below the subsistence level could be found in every region, including Moscow. Experts included employees earning less than 10 thousand rubles in a separate column. The national average for such people was 11%. The most difficult situation has developed in Dagestan, where the salary of 35% of workers does not reach 10 thousand rubles.

Purchasing power of the population in cities with high wages

When analyzing incomes in the regions, it is important to look not only at the absolute values of wages, but also at the price level. In some regions of the Russian Federation, high salaries are offset by the cost of goods and services. This especially applies to cold regions, where even food can cost hundreds of percent more than in Central Russia.

It is most convenient to measure the purchasing power of the population using identical goods produced as close as possible to the place of purchase. A good example of such a product is . Let's see how many loaves residents of each of the richest regions can buy with their salaries.

Note: The calculations used Rosstat data on prices for bread made from a mixture of rye and wheat flour.

As a RIA Novosti study showed, in cities with high salaries, prices are indeed often somewhat higher than the Russian average, but even taking into account the factor of different prices, the differences in salaries are quite large. The value of the ratio of salaries to the cost of a standard consumer package in different cities varies in the range from 1.4 to 3.8, that is, the real level of average salaries between leaders and outsiders differs by approximately 3 times. At the same time, the median value of the ratio among the cities studied is 2, that is, on average, workers in a large Russian city earn a monthly amount approximately twice the standard average consumer expenses.

In 2019, the highest salary, adjusted for city prices, is observed in Moscow. The average net salary in the capital in the first half of this year was 97 thousand rubles (salaries for large and medium-sized organizations), and with this amount you can purchase 3.83 fixed sets of goods and services. The city of Yuzhno-Sakhalinsk has a very close result, where the ratio is 3.81, while the average salary here is significantly lower - 90.6 thousand rubles per month.

Places from third to fifth are occupied by three northern cities located in two neighboring regions (KhMAO-Yugra and Yamalo-Nenets Autonomous Okrug). The third place in terms of purchasing power of average salaries is Salekhard (the ratio of wages and fixed wages is 3.35), the fourth place is occupied by Surgut (3.24), and Khanty-Mansiysk is in fifth place (3.20). Despite the similar results in terms of the ratio of wages and prices in these three cities, the nominal level of wages in them varies greatly. In Salekhard, average salaries are 22% higher than in Khanty-Mansiysk, but prices actually equalize the standard of living in them. In general, it is quite expected that the leading positions are occupied by cities from the northern oil and gas regions. Highly profitable oil and gas production allows companies to pay their workers more, including as compensation for the harsh climate and distance from the “civilization” of these cities.

RIA Rating is a universal rating agency of the media group MIA "Russia Today", specializing in assessing the socio-economic situation of regions of the Russian Federation, the economic condition of companies, banks, economic sectors, countries. The main activities of the agency are: creating ratings of regions of the Russian Federation, banks, enterprises, municipalities, insurance companies, securities, and other economic entities; comprehensive economic research in the financial, corporate and government sectors.

MIA "Russia Today" - an international media group whose mission is prompt, balanced and objective coverage of events in the world, informing the audience about different views on key events. MIA Rossiya Segodnya presents the agency’s line of information resources:

The cities of Russia have become known, which have become leaders in terms of wages in relation to the standard consumer set.

Experts calculated the ratio of average salaries and the cost of a standard consumer package in the 100 largest cities of Russia, based on statistics for the first six months of 2019. The standard consumer package includes 112 goods and services, including food (including delicacies), clothing, industrial goods, furniture and more.

The highest salary, as expected, was recorded in Moscow. In the first half of the year it amounted to almost 97 thousand rubles.

A resident of the capital can buy 3.83 sets of goods and services with an average salary. RIA Novosti reports this with reference to the relevant study.

Surgut is in the top five - 75.8 thousand rubles. (3.24 sets) and Khanty-Mansiysk - 71.6 thousand rubles. (3.20 sets).

The top 10 with good salaries include Magadan, St. Petersburg, Tyumen, Nizhnevartovsk and Petropavlovsk-Kamchatsky.

It is quite expected that the leading positions are occupied by cities from the oil and gas regions of Russia. Highly profitable oil and gas production allows companies to pay their workers more, including as compensation for the harsh climate and remoteness of these cities.

The city is still better than the village

The rating includes cities that were home to about 65 million people at the beginning of the year. As the study showed, in cities with high salaries, prices are often higher than the Russian average, but even taking this into account, the difference in income is noticeable.

Moreover, on average, workers in a large Russian city receive a monthly amount that is approximately 2 times higher than average consumer spending.

For this reason, even low prices for goods and services in these regions do not compensate for the low level of nominal wages.

Among 15 Russian millionaires, 13 real salaries are higher than the Russian average. For example, in Krasnoyarsk the average salary can buy 2.50 consumer packages, in Ufa - 2.31, in Yekaterinburg - 2.28 and in Kazan - 2.27.

Among the lagging largest cities are Voronezh (1.96) and Volgograd (1.91). At the same time, it follows from the ranking that not all million-plus cities achieve high places due to high salaries.

Often high real income levels are explained by relatively low local prices. Such cities include Omsk and Chelyabinsk.

In the first city, the wage-to-price ratio is 2.17 (35th place in the ranking). At the same time, the city ranks only 55th in terms of nominal average wages, but the cost of a fixed set of goods and services is lower than that of 93 cities out of the 100 represented.

And the salary level in Chelyabinsk is 49th, but in terms of the ratio of salaries and a fixed set of goods and services, the city is in 29th place, since prices here are only slightly higher than in Omsk. The city with the lowest cost of a fixed set of goods and services is Saransk.

There is a problem, but there is no money

The standard of living of Russians was the main topic of the “direct line” with President Vladimir Putin in June of this year. When Putin was asked which of the one and a half million questions received on the “line” was the main one, the expected sound was heard.

“I won’t reveal any secret - first of all, the standard of living, the level of income,” admitted. It fell to an employee from the Kaliningrad region to raise the topic of low wages and incomes throughout the country. Stanislav Taukachikas said that fire department employees receive 12-13 thousand rubles a month. And he himself, as a squad commander, receives 16 thousand rubles.

Putin didn’t really believe these numbers and suggested looking into it. The minimum wage, Putin recalled, was raised to the subsistence level - that’s 11,280 rubles. “And if a person works for a full salary, they cannot and do not have the right to pay him less than this amount. I don’t understand where 10 thousand came from,” Putin said.

He also answered the collective question of citizens, formulated by the presenters, about why life in Russia, in principle, has become harder to live and when it will become easier. The President did not object and even agreed with this statement. And he explained what, in his opinion, the problem was.

It's all about shocks, external and internal. He included among the shocks the fall in prices for oil, petroleum products, gas, chemical products, metals, that is, traditional Russian export goods, through which the state budget is mainly replenished.

At the same time, Putin noted that the real incomes of Russians, although they had been declining for several years, peaked in 2016, but now incomes have begun to recover. But there are also plenty of internal problems hampering income growth, Putin made it clear. This is, for example, the financial dependence of citizens on banks. The Russians have taken out loans and are now paying their last to pay them off.

Experts do not entirely agree with this formulation of the question. First of all, the decline in real incomes of Russians is affected by huge inflation, which, although it has slowed down somewhat, still remains significant, argues an expert at the Academy of Financial and Investment Management.
