Due to the increasing frequency of terrorist attacks, requirements have been tightened and restrictions have been introduced on liquids, even on toiletries and cosmetics (it is interesting that shaving foam and toothpaste are also classified as liquids). The maximum volume of liquid in any container must not exceed 100 milliliters, and the total amount of liquid per person in hand luggage cannot exceed one liter. In addition, all liquids must be placed in one resealable transparent bag.

And the remaining liquids exceeding this volume will have to be packed in checked baggage, where they will be accepted without any problems. Baby food and medications that may be needed during the flight can be packed in a transparent, non-sealable bag.

CHECKED BAGGAGE. We've sorted out the hand luggage, now we'll pack the checked luggage. The norms for carried checked baggage are established according to only two systems:

In most cases, standards are set for the number of seats. What does it mean? The passenger has the right to carry free of charge:

How do laws change?

Until 2013, the baggage rules for air travel were generally known and mandatory for everyone, regardless of the company and the flight: up to 10 kg of baggage is free, hand luggage in the cabin is no more than certain dimensions, but they turned a blind eye to any slight excess. But now, on the ruins of the Dobrolyot low-cost airline that collapsed under sanctions, a new, national low-cost airline, Pobeda, has appeared in Russia. And its managers read the Air Code very carefully and discovered that it said nothing about hand luggage and free online check-in. As a result, Pobeda allowed to carry in the cabin only those things that were clearly stated in the law as mandatory and free (suits in briefcases, umbrellas, cameras, laptops, handbags...). For the rest, including purchases from airport shops (the so-called duty free), which basically had nowhere to go except to the salon, were charged a significant amount, sometimes exceeding the cost of the ticket.

The degree of hatred towards Pobeda rose to the limit when the company was caught deliberately seating families, including those with children, in different corners of the cabin during check-in at the airport. Meanwhile, this company controlled by Aeroflot did not violate any laws: it simply took advantage of gaps in the legislation.

And now, finally, we have the reaction of parliament. It seemed natural to close the gaps and return everything to normal. However, the Ministry of Transport and Parliament did exactly the opposite.

Non-refundable and baggage-free

According to the law adopted at the end of July 2017, the carrier’s obligation to provide passengers who purchased non-refundable ticket, the right to free transportation of 10 kg of luggage. This preference was considered non-market: now airlines will be able to compete for passengers by providing them with the “most favorable” prices for baggage transportation. The authors of the bill (the Ministry of Transport, behind which the ears of Aeroflot stick out) assure that now the prices for flights will definitely decrease. Maybe. The ticket price will decrease, but this will be more than offset by the cost of luggage transportation.

This law will come into force 60 days after official publication, approximately at the end of September - beginning of October. The timing is good: it’s already over tourist season, so no special complications are expected. The law emphasizes that the carrier is obliged to clearly notify the passenger about the cost of transporting baggage at the time of purchasing the ticket.

For holders of return tickets, the rules remain the same. Another question is that such tickets cost twice as much, but do not provide any advantages during the flight: for example, you have to sit in the same crowded space between “non-returners”.

Encouraged by the success, the Ministry of Transport decided to immediately strike the next blow by preparing new rules for the carriage of hand luggage. If previously the law did not stipulate its weight in any way, now the department has decided to describe the weighing procedure. Among other things, a list of items has been developed that can be carried in excess of the new carry-on baggage weight standards (5 kg) without being weighed. And then a scandal broke out.

Speaker of the Upper House of Parliament Valentina Matvienko, who signed any laws without a shadow of a doubt (including supporting the abolition of free baggage allowance), suddenly decided to protect the people and started talking about the provocative nature of the document:

“As for hand luggage, you wrote some nonsense there that you can’t bring flowers, phones, outerwear. Who is the author of this document? This is collective irresponsibility! The ministry must take into account the senators’ comments and avoid such mistakes in the future. If we are not satisfied, we will do our best to reach appropriate conclusions. To the point of punishing the head of the Ministry of Transport administratively!”

Meanwhile, of course, There are no prohibitions on flowers and telephones in the document. They are simply not included in the list of items that can be carried “in excess of the airline’s carry-on baggage weight limit” (previously there was no such concept at all). Crutches are okay, a suit is okay, a handbag of any weight is okay. The rest will need to be weighed and packed into 5 kg (or another specific airline standard, but not less than 5 kg). Although, of course, no one will reach into your pocket for your phone. The oddities of legislators are sometimes compensated by common business sense.

However, say, a fur coat or a large laptop will most likely have to be checked in as luggage. Considering the refined manners of baggage handlers at airports, it is easy to imagine what will happen to these items after two or three flights.

Let us emphasize that this scandalous initiative has not only not been adopted, but has not even become a bill yet: this is just a “document in the first approximation,” as a representative of the Ministry of Transport whispered, frightened by Valentina Matvienko’s attack.

In fact, clear and uniform rules for carrying hand luggage are needed for everyone, and the ministry is doing the right thing. But 5 kg without taking into account fragile equipment is still a mockery. There is no doubt that in the process of preparing new amendments to the Air Code, this error will be corrected.

Let us also emphasize that airlines are not required to take money for luggage and hand luggage: they only receive such a right. In some countries, restrictions on the export of alcoholic beverages are even stricter. For example, from Hungary you can export no more than 1 liter of strong alcohol (from 22%), and up to 2 liters of less strong alcoholic beverages.

An exception is made only for grape wine and beer: here the restrictions are less strict - you can take out up to 4 liters of wine and 16 liters of beer.

Alcohol with an alcohol content of 24–70% is only allowed in checked baggage, and this must be taken into account when traveling on Russian air carriers.

There is no limit on the number of cigarettes you can carry in checked baggage. The basic rule is not to exceed the limits of the customs service of the destination country.

One passenger is prohibited from bringing into the territory of the Russian Federation more than:

Rules for transporting pets in the cabin

Dogs and cats are only allowed to be taken in a carrier, the sum of the three main dimensions of which does not exceed the permitted 115 cm. Before the flight, it will be weighed with the pet inside - a weight of up to 8 kg is allowed. The tariff for transporting one animal in a container is 1999 rubles.

Carrying things in the luggage compartment

Each airline client can carry a bag or suitcase that weighs no more than 10 kg free of charge. In this case, the size of the item should not exceed 158 cm in the total sum of the three main dimensions.

If your luggage does not comply with the rules, you will have to pay extra for luggage over 10 kg. The maximum dimensions of luggage are 203 cm in total, and it must weigh up to 20 kg. The good news is that there is no limit on the number of paid luggage spaces per person.

The site's tariff for one vacant seat up to 20 kg is 1,499 rubles, and at a Russian airport they will ask you for 3,000 rubles.
